Streamline the Permit Process

Supports
One clear, fast, predictable permit process for every production in LA.
What’s the problem?
In LA, a film permit runs through FilmLA, then separately through fire, police and other city departments, each with its own fees and timelines. A basic permit costs $931 to apply, plus $232 for each location and $287 for fire review, and takes at least three business days. On top of that, neighborhood filming conditions pile up over the years and are rarely revisited, even after the reason for them is gone.
The fix
Restructure the city's permitting departments and FilmLA so a production deals with one office that coordinates fire, police and street services for it. Set guaranteed turnaround times, and let one permit cover several locations over a shoot. Simplify neighborhood filming conditions into a clear, standard set, and review them on a regular schedule so restrictions that no longer serve a purpose expire.
How would it affect me?
If you’re a producer
One office, one timeline, and rules you can plan around.
If you work on a crew
Fewer days lost waiting on paperwork, and more shoots that stay in LA.
If you live here
Clear conditions that are enforced, and reviewed so they keep making sense.
In plain English
Adopting this means
- Structural reform of the city's permitting departments and FilmLA
- One coordinated office for every permit
- Simpler neighborhood filming conditions, reviewed on a regular schedule
It doesn’t mean
- Cutting neighborhood or safety protections
- Skipping fire or police review
