A city fund that helps crew members make the hours they need to keep their guild health coverage. To unlock it, a guild agrees to open its books to the City Controller for an audit. The Controller’s findings are suggestions only: the guild isn’t required to change anything.

What’s the problem?

When production dries up, thousands of workers lose their health insurance because they can’t make the minimum hours, and many leave LA or leave the industry. [STAT: workers who lost coverage in recent slowdowns.]

The fix

The city sets up a fund that subsidizes crew members’ qualifying hours during slowdowns, so they keep their coverage and stay in LA.

In return, a guild that takes part opens its books to the City Controller for an audit. The Controller can recommend changes, but they are recommendations only. The guild decides what, if anything, to adopt. [CONFIRM: whether the audit covers the guild or its health plan.]
